METHODOLOGICAL PRINCIPLES OF STRATEGIC LOGISTICS PLANNING

Logistics planning represents a process of goals setting and making choice of ways to achieve them. Logistics planning is implemented at three levels - strategic, tactical and operational. Strategic logistics planning is a process of creating and maintaining strategic correspondence between the goals of logistics system (LS) and the potential for the production and marketing.
Formation of a set of strategic logistics planning principles at the enterprise makes it possible to develop a methodology of planning, which is adequately reflecting the actual interactions and the features characteristic for the object of study. In this regard, during the ongoing study the basic principles of planning offered by various specialists were reviewed and analyzed.
While examining principles contained in various sources heterogeneity was identified by the authors among the discussed principles of planning. Obviously, this is explained by heterogeneity of the studied objects, the level and the goal of planning. Nevertheless this argument does not explain the existing differences in the content of the considered principles. In some cases these differences are due to the fact that the content of a certain principle of one author is expressed by two principles and more of another author. Thus, the principles content of M.M. Alekseeva’s unity and coordination is expressed in the principle of complexity among such authors as M.I. Buhalkov, V.I. Borisevich, G.A. Kandaurova, N.N. Kandaurov, A. I. Ilyin and some others. In other cases, identical in content principles have different names. In particular, the same principle of complexity is called the principle of mutual unity and coordination in I. V. Sergeyev, and the principle of sufficiency in V.S. Iozaytis is called the principle of accuracy by other authors.
